Abuja – President Bola Ahmed Tinubu has directed the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to launch a comprehensive investigation into the activities of the so-called Presidential Foreign Intervention Promotion Council (PFIPC), describing the body as fictitious and unauthorized.
The President ordered the anti-corruption agency to conclude its investigation within 30 days and submit a detailed report.
According to Bayo Onanugaspecial adviser to the president on media and strategy, the directive followed the discovery that the PFIPC was never established by the Federal Government and has no legal basis, presidential approval, executive instrument, or any other lawful authorization.
The investigation will focus on one Adeniyi Adeyemi Matthew, who allegedly presented himself as the Director-General of the fake council and falsely claimed to be a presidential appointee.
President Tinubu directed the ICPC to investigate allegations involving forged appointment letters and other official government documents, the use of a false presidential appointment to seek official recognition and diplomatic support, including visa facilitation, as well as the opening of multiple bank accounts in the names of purported government agencies using allegedly forged documents.
The probe will also examine the origin and use of the fake documents, the processes through which official recognition or diplomatic support may have been sought or obtained, the operation of related bank accounts, the source and movement of funds, and the possible involvement of any public officials, private individuals, financial institutions, intermediaries, or other entities linked to the alleged scheme.
President Tinubu further instructed the ICPC to identify any institutional weaknesses that may have enabled the operation of the fictitious body and recommend measures to prevent similar incidents in the future.
He also directed all Ministries, Departments, and Agencies (MDAs) of the Federal Government to cooperate fully with the Commission by providing all relevant records, information, and assistance required for the speedy completion of the investigation.
Reaffirming his administration’s commitment to accountability and the rule of law, President Tinubu stressed that the integrity of the Presidency and government institutions must be protected from impersonation, forgery, abuse of official identity, and other fraudulent activities.
He directed that anyone found culpable should face the full weight of the law.
